Ms. Dung hired people to fake 4 applications for land allocation to build houses, 4 location diagrams of the land area to be allocated with a red seal certified by the ward People’s Committee for the above land plot.

After that, all three people prepared an amount of VND 500 million to give to Mr. Dam Quang Hung, who is currently the Chairman of the People’s Committee of Lien Chieu district with the purpose of asking him to complete the procedures for granting a certificate of use right. land for Mrs. Huong.
