The latest report from the Ministry of Construction shows that the real estate market, particularly housing, is showing signs of slowing down as secondary transaction prices in some locations tend to fall by 2-6% compared to the same period in 2022. Specifically, many places saw sharp falls in house prices such as Da Nang (down 5.8%), Dong Nai (down 3.5%), Hai Phong (down 3.1%).

However, in major cities such as Hanoi and Ho Chi Minh City, house prices for transactions are still high in some inner-city areas, particularly in the upper and middle segment. Meanwhile, the segment of affordable housing with prices below VND 25 million/m2 is almost unchanged and there are no new projects. The average price of a primary apartment on the market is about VND 47.5 million/m2 (excluding VAT and maintenance fees).

Although housing prices in Hanoi are at a high level according to the survey, prices will tend to continue to increase in the second quarter of 2023 compared to the previous quarter. Projects in and around Tay Ho District have seen the highest price increases. The number of new housing projects for sale in this area is very rare, and the housing price is mainly around Dong 80-100 million/m2. Housing projects in Pham Van Dong, Nguyen Van Huyen, Vo Chi Cong, Lac Long Quan… all rose sharply compared to the original price and increased by 1-3% compared to the first quarter of 2023.

Housing projects are developing in Ho Chi Minh City, offering a near monopoly if the market does not have much new supply in the second quarter of 2023. This is the reason why, despite difficulties and gloomy market, house prices on some projects are still up 2-3% compared to the first quarter of 2023.

However, according to the survey, the average price of apartment transactions in the second quarter of 2023 tends to decrease for some projects, as new projects have competitive prices and investors offer many discounts to customers.

In particular, some middle segments have reduced housing prices, such as: Citi Home Project, District 2, by about 2.1% (to VND26.6 million/m2); Moonlight Boulevard project in Binh Tan district fell by about 2.8% (to VND36.9 million/m2); Z751 Ha Do Project, Go Vap District, down about 2.9% (to VND42.2 million/m2); Elysian Lo Lu project, District 9 and 9X An Suong project, Hoc Mon district fell by about 2.3% (house prices ranged from 30 to 40 million VND/m2).

As for transactions, according to aggregated data from the Provincial Ministry of Construction (58/63 provinces), there were 96,977 successful transactions in the second quarter of 2023. There were 29,725 successful transactions in apartments and single-family houses, which is about 75.61% compared to the previous quarter, which is about 43.03% in the same period.
