Encourage enterprises to participate in national science and technology tasks

This content was raised at the Workshop “Innovation of regulations on management of science and technology tasks at the national level” held by the Ministry of Science and Technology on the afternoon of February 10 in Ho Chi Minh City.

According to Minister of Science and Technology Huynh Thanh Dat, the main contents of these amendments are to facilitate the simplification of implementation procedures for the parties involved, to encourage enterprises to participate in practical coordination. Collaborate with institutions to increase publicity, transparency, and ensure academic integrity. The revised regulations aim to improve the efficiency of using state budget for science and technology tasks, and at the same time accept risks in scientific research; strengthen the application of information technology, use the established database and create the database in real time.

Following the direction of the Government, the Prime Minister, and the Ministry of Science and Technology, focus on restructuring national science and technology programs and tasks for the period up to 2025 and 2030. This task closely follows the 10-year socio-economic development strategy for 2021-2030 and the guiding point of view is that businesses are the center, research institutes and universities are strong research subjects.

Mr. Nguyen Nam Hai, Director of the Department of Planning and Finance (Ministry of Science and Technology), said that the goal of this amendment is to simplify the regulations, but in case of needing thorough regulations, it must be ensured. tell. In addition, the amendments aim to make businesses more deeply involved in the research process, especially in experimental production projects and technology application. In order for businesses to participate, they must create favorable conditions for them from the beginning.

Up to now, the Ministry of Science and Technology has basically completed the restructuring, submitted to the Prime Minister for approval 16 national science and technology programs, including two programs implemented in the form of scientific tasks. and special technology. The Ministry has approved 17 national science and technology programs for the period of 2021 – 2025 and 2021 – 2030; coordinate with ministries and branches to study and amend and finalize the draft 5 related circulars.

On the basis of this consultation of experts and businesses, the Ministry of Science and Technology will soon finalize the revision of regulations on management of national science and technology tasks right in the first quarter of 2023. effectively organize the implementation of programs for the period of 2021 – 2030, contributing to the country’s socio-economic development.
