China warns that Vietnamese durian, mango and longan crops are violating plant quarantine
The Ministry of Agriculture and Rural Development (MARD) has just sent a document to the provincial and city people’s committees on the inspection of plant quarantine people in growing areas, export packing plants and at border gates.
The Ministry of Agriculture and Rural Development said it had received a number of notifications from the General Administration of Customs of China (GACC) related to violations of phytosanitary requirements in shipments of bananas, jackfruit, mangoes, longan fruit, dragon fruit and durian exported to the Chinese market from Vietnam.
According to the Ministry of Agriculture and Rural Development, the lax inspections and surveillance at growing areas and packaging plants result in ineffective control of phytosanitary items of interest to importing countries and increase the number of shipments violating Chinese regulations, even risking losing this important export market.
To ensure compliance and avoid the risk of being subjected to China’s strict control measures, the Ministry of Agriculture and Rural Development proposed that provincial and municipal people’s committees allocate enough resources to carry out inspection and monitoring of the growing areas and packaging plants that have been issued codes; Strengthen the propaganda and dissemination of the Chinese regulations and MARD technical manuals.
Municipalities must step up strict control over Chinese plant quarantine objects in growing areas and packaging plants that have been issued regulations in the province. require packers to fully implement technical measures to ensure the removal of harmful organisms on goods prior to export; have a mechanism for monitoring the packaging process in the packaging facilities.
For cases of violations of plant quarantine regulations, China’s Ministry of Agriculture and Rural Development said it would temporarily suspend the relevant regulations to investigate the cause, according to a statement from China.
“The ministry will also take a measure to suspend the use of growing area codes and packaging facilities related to export shipments that do not meet the requirements of the Chinese side and repeat violations in phytosanitary inspection many times,” the Ministry of Agriculture and Rural Development said.
In addition, the Ministry of Agriculture and Rural Development requested the people’s committees of provinces and cities with export border gates to instruct the relevant functional agencies to coordinate with the plant quarantine authority at the border gate to strictly control the goods in accordance with the regulations of China and importing countries.
