The establishment and operation of community digital technology groups to support local people to participate in digital transformation has been implemented by Dinh Hoa mountainous district, (Thai Nguyen province) since April 2022. The whole district currently has 228 groups with more than 1,500 members, of which the core are Union members, youth and Women’s Union members.

Activities of community digital technology groups in Dinh Hoa have achieved initial positive results, reflected in the increase in the percentage of people using online public services. Specifically, the number of people in the district who have smartphones that have installed the C-Thai Nguyen digital citizenship application reaches more than 4,000 people; 28,000 people installed the VssID social insurance app and 17,000 people installed the VNeID electronic identification app…

Together with 8 other districts and cities of Thai Nguyen and provinces and cities across the country, in the months of October and November 2022, according to the orientation of the Ministry of Information and Communications, community digital technology groups in Dinh Hoa focused on “going every alley, knocking door-to-door” to guide each citizen to use online public services, create online payment accounts, know how to shop online and have skills to ensure information security. basic network.

After more than 8 months since the Ministry of Information and Communications instructed localities to deploy the community digital technology group model, this model has been recognized as effective. Up to now, all 63 provinces and cities have established community digital technology groups, of which 46 localities have completed the establishment of 100% community digital technology groups up to the commune level, with the motto that people must be target audience.

Up to now, community digital technology groups have been playing a key role in guiding and modeling to help bring people to the digital space, using digital services and digital platforms. A representative of the Steering Committee for Digital Transformation of Lang Son province commented: “The 1,680 community digital technology group with 7,856 members has been the extension arm of the Steering Committee for digital transformation at all levels, playing a key role in bringing the technology to the public. digital technology, digital skills come to people”.

In particular, the initiative to develop the Community Digital Technology Group to develop digital citizenship was also shared by Vietnam with international organizations at the Workshop “Digital literacy: Enhancing digital skills for the community” ‘ in October 2022. A representative of the Ministry of Information and Communications affirmed that the mission of the Community Digital Technology Group is to bring digital technology into every corner of life. However, the Ministry of Information and Communications also realizes that the operation of these groups in some localities is still formal.

Therefore, in order to promote the effective implementation of this model, the Ministry of Information and Communications (directly the Department of Informatization – now the National Digital Transformation Department) has actively coordinated closely with localities with specific guidelines and orientations for community digital technology groups. Therefore, the community digital technology groups still have a lot of work to do in the future.

The Ministry of Information and Communications determined that in the coming time, it will continue to focus on guiding, supporting and urging the effective implementation of the community digital technology group in localities, especially in rural areas. villages, deep-lying and remote areas to popularize digital skills and guide people to participate in Vietnamese digital platforms.
