Regarding the proposal to quit the university entrance examination through transcripts, there are currently many negative aspects of “beautifying” academic records and “running points” of schools, Clause 2, Article 34 of the Law Education university on June 18, 2012; The Law amending and supplementing a number of articles of the Law on Higher Education dated November 19, 2018 stipulates the enrollment organization of training institutions as follows:
“a) Methods of enrollment include: entrance examination, selection examination or a combination of entrance examination and examination;
b) The higher education institution autonomously decides the method of enrollment and is responsible for the enrollment work.
Thus, the Law on Higher Education stipulates that higher education institutions are free to decide on enrollment methods.
Regulations on university and college enrollment in Early Childhood Education promulgated together with Circular No. 08/2022/TT-BGDDT dated June 6, 2022 of the Ministry of Education and Training (Article 6 regulating enrollment methods) concretized the provisions of the Law on Higher Education, which only regulates in principle to ensure publicity, transparency and equality among training institutions; at the same time for higher education institutions to uniformly implement in enrollment and regulations.
