Prime Minister urges ministers and provincial presidents to organize consultations on amendments to the Land Law

Deputy Prime Minister Tran Hong Ha has just signed the Official Letter of the Prime Minister on the organization of collecting people’s opinions on the draft Land Law (amended).

The official said that, through the report of the Ministry of Natural Resources and Environment, many localities have so far issued plans to organize the collection of people’s opinions on the draft Land Law (amended). However, through reflection, the progress of collecting People’s opinions in many ministries, branches and localities is still very slow.

In order to ensure the good implementation of the Resolution of the Standing Committee of the National Assembly and the Resolution of the Government, promote the right of ownership, mobilize the wisdom and enthusiasm of all classes of people in the formulation of the Law project. land (amended), the Prime Minister requested the ministers of the ministries and branches to urgently organize the collection of comments on the draft Land Law (amended) from officials, civil servants, public employees, experts, scientists, managers, affiliated units, socio-professional organizations, enterprises within the scope of management.

The Prime Minister also requested the Chairman of the People’s Committees of the provinces and centrally-run cities to urgently organize the people’s opinions on the draft Land Law (amended) for the subjects in the area, focusing on the following issues: class of the people, and policies on land with specific characteristics of regions and regions.

The localities that have not yet implemented the plan to collect the people’s opinions must seriously review the delay in promulgating the Plan and organizing the collection of People’s opinions on the draft Land Law (amended).

The Prime Minister noted that the ministries, branches and localities shall synthesize and develop reports on the results of the collection of People’s opinions and send them to the Ministry of Natural Resources and Environment on time.

Particularly for the Ministry of Natural Resources and Environment, the Prime Minister requested to organize working groups to monitor and urge the organization to collect People’s opinions on the draft Land Law (amended);

At the same time, regularly update and report to the Government and Prime Minister on the progress of commenting on the draft Land Law (amended) on the website for people’s comments; progress of collecting People’s opinions from ministries, branches and localities.

The Ministry of Natural Resources and Environment concentrates all resources on organizing the collection of People’s opinions, explaining and receiving the People’s opinions on the draft Land Law (amended), ensuring quality and time.

The Prime Minister requested ministers, heads of ministries and chairmen of People’s Committees of provinces and centrally run cities to seriously implement and take responsibility before the Government and Prime Minister for the results of the implementation of the above tasks. .

According to Resolution 67 of the National Assembly Standing Committee on organizing the collection of people’s opinions on the draft Land Law (amended), the time for commenting from January 3, 2023 and ending on January 15, 2023. March, 2023.

According to the Government’s Resolution 170 on promulgating a plan to collect people’s opinions on the draft Land Law (amended, the content of the consultation includes the entire draft law and some key issues.

Specifically about: Planning, land use plan; land acquisition and compensation, support and resettlement policies; land fund development; land allocation, land lease, change of land use purpose; land registration, certification and administrative procedures, data, land information; financial mechanisms and policies, land prices; the regime of management and use of different types of land; decentralization, supervision and control of power; households using land.
