In fact, for many years, Vietnam Post, the only enterprise assigned to manage the public postal network and provide public postal services, has become one of the very active factors involved in the implementation of the model. public administrative service “non-administrative boundary”.

“Joining hands” in administrative reform, Vietnam Post has coordinated with many administrative agencies to receive documents and return results of administrative procedures. In 2016, the Prime Minister issued Decision No. 45/2016/QD-TTg on receiving dossiers and returning results of administrative procedures through the public postal service. With the procedures announced by the administrative agencies in the list of receiving and returning results through the public postal network, people just need to go to the post office to do it.

Currently, there are about 6,500 post offices nationwide, which have been invested in spacious equipment, computer systems connected to the Internet ready to serve the reception of documents, return results to handle administrative procedures.

The process of implementing Decision No. 45/2016/QD-TTg not only benefits the people but also reduces the pressure on the OSS department itself when the number of documents is spread to many reception points of the post office. electricity instead of just focusing on one door of administrative agencies.

The benefits are clear, so all localities actively implement it. The number of dossiers received and returned by post has gradually increased over the years: about 20 million in 2020 and about 32 million in 2022. In 2021, the Prime Minister issued Decision No. 468/QD-TTg approving the Scheme on renewal of the implementation of the one-stop-shop, one-stop-shop for handling administrative procedures and Decree No. 107/2021/ND -CP amends Decree No. 61/2018/ND-CP on implementation of one-stop, one-stop-shop mechanism in handling administrative procedures. The remarkable point is to allow administrative agencies to hire public postal enterprises, to arrange postal staff to replace the duties of officials and civil servants at the one-stop shop.

This model has been piloted first in Dong Thap, then replicated in some other localities, giving positive results. The most obvious is to streamline the apparatus. A postal worker can receive applications for many departments and branches with a low number of arising records. Some public administration centers previously had to arrange 20-40 people to sit at the one-stop section, after changing to the post office, only 10-15 postal workers were needed.

According to a representative of the Public Administration Service Department, Vietnam Post Corporation, a new model that is being piloted in some localities is the post office’s transaction points that can take on the duties of the ministry. one-stop shop, to further facilitate people in carrying out administrative procedures. People can go to post offices, postal staff will receive documents and transfer them to administrative agencies for agencies to update and monitor, manage and handle records according to regulations.

“In order to increase convenience and efficiency, some administrative agencies are implementing a model of granting accounts for postal employees so that they can always input people’s profile data into the one-stop system of administrative agencies. main. The application process will be faster and safer. In the pilot phase, about 20 post offices are taking on the role of a one-stop shop”, a representative of the Public Administration Service Department provided information and it is expected that this model will be replicated across the country. country in the near future.

Ideally, when the one-stop system connects and connects data well, people just need to go to the post office to be able to carry out administrative procedures of all 4 levels (commune, district, province, central). ).

Another trend is also gradually popular, that is, people do public services online, then register to receive results at home by post. In rural, remote and isolated areas, people who do not have computers or do not know how to operate can ask postal staff for guidance and support. This model will be highly feasible when personal identification and personal digital signatures are deployed uniformly, synchronously, and nationwide.
