In fact, for many years, Vietnam Post, the only enterprise assigned to manage the public postal network and provide public postal services, has become one of the very active factors involved in the implementation of the model. public administrative service “non-administrative boundary”.

“Joining hands” in administrative reform, Vietnam Post has coordinated with many administrative agencies to receive documents and return results of administrative procedures. In 2016, the Prime Minister issued Decision No. 45/2016/QD-TTg on receiving dossiers and returning results of administrative procedures through the public postal service. With the procedures announced by the administrative agencies in the list of receiving and returning results through the public postal network, people just need to go to the post office to do it.

Currently, there are about 6,500 post offices nationwide, which have been invested in spacious equipment, computer systems connected to the Internet ready to serve the reception of documents, return results to handle administrative procedures.

In 2021, the Prime Minister issued Decision No. 468/QD-TTg approving the Scheme on renewal of the implementation of the one-stop-shop, one-stop-shop for handling administrative procedures and Decree No. 107/2021/ND -CP amends Decree No. 61/2018/ND-CP on implementation of one-stop, one-stop-shop mechanism in handling administrative procedures. The remarkable point is to allow administrative agencies to hire public postal enterprises, to arrange postal staff to replace the duties of officials and civil servants at the one-stop shop.

This model has been piloted first in Dong Thap, then replicated in some other localities, giving positive results. The most obvious is to streamline the apparatus. Some public administration centers previously had to arrange 20-40 people to sit at the one-stop section, after changing to the post office, only 10-15 postal workers were needed.
